Noam is a seasoned academic researcher with publications in leading journals such as Nature, Nature Human Behaviour and the Journal of Economic Perspectives. He has consulted for the World Bank Chief Economist, co-developed the World Bank Human Capital Index education pillar and led the research underpinning a series of flagship reports of the Global Education Evidence Advisory Panel. Noam serves as the Academic Director for What Works Hub for Global Education and is both a Fullbright and Rhodes scholar. He holds a B.S. in Mathematics and Economics (MIT) and a PhD (University of Oxford).
